Voc and M. Voc are recognized where the criteria ask for a Bachelor or Master degree in any discipline. Experience is counted only after the prescribed essential qualification is obtained. Under a Grade Point System, CGPA will be converted into equivalent marks, and the conversion document must be submitted with the application. Degrees through open universities or distance education must have been recognized by the Distance Education Council for the period in which they were acquired. Candidates whose essential degrees are from Singhania University (Rajasthan), EIILM University (Sikkim), Manav Bharti University (Himachal Pradesh), Vinayaka Mission University (Sikkim), Global Open University (Nagaland) and Vinayaka Mission University, Salem, Tamilnadu have been declared ineligible for appointment. Holders of such degrees through Distance Education Mode must upload a certificate verified by the Distance Education Council/Distance Education Bureau, New Delhi. The essential qualifications are the bare minimum, and holding them does not by itself entitle a candidate to be shortlisted. A person convicted by any Court of Law, or against whom criminal proceedings are pending. A person of unsound mind and questionable conduct, or not medically fit to perform his/her duties. A person who has married someone with a living spouse, unless the Competent Authority grants an exemption. Any other person disqualified for appointment by the Govt. of India, State Govt. or UGC from time to time. Reservation follows the policy of the State Govt. of Haryana. Its benefit goes only to DSC, OSC, BC-A, BC-B, PwBD, EWS and ESM/DESM applicants who are domiciled in Haryana and applied in that category. Reserved-category applicants from other states are considered only for General Category posts and must meet all General Category conditions. Reserved-category applicants of Haryana with no post reserved for their category can apply for General posts if they meet all General conditions. They must enclose the caste certificate to claim the fee concession, and no other relaxation is admissible. If no suitable EWS candidate is found, the post will be filled from the UR category, so General candidates may also apply. If no ESM/DESM candidate is available for a post reserved for ESM, the candidate from the respective vertical category will be considered. Dependent sons and daughters of ESM are considered if suitable ESM applicants are not available. Only PwBD candidates with 40% or more relevant disability are eligible for reservation. Candidates claiming ESM or PwBD benefit must also fill their category: General, DSC, OSC, BC-A, BC-B or EWS. Once deposited, it is not transferable, refundable or adjustable. The University will refund it, however, if an advertised post is withdrawn. The written test is mandatory, and all applicants may sit it without their eligibility being checked first. Those who qualify go on to the Skill Test. The minimum marks are: Candidates who reach these marks move to the checking of eligibility and documents verification. Candidates found eligible by the Screening Committee and shortlisted by the University are called for documents verification, while those declared ineligible are not informed of their status. The structure and syllabus of the test will be uploaded on the University website in due course. Marks are given individually through the applicant login or by email. Any objections will be invited by displaying the question paper and answer key on the website. Candidates in the blindness, locomotor disability (both arm affected) and cerebral palsy categories can have a scribe or compensatory time of 20 minutes per hour, if they want it. A scribe is provided only if they apply for the facility in the online form. If the online form has no such provision, the applicant must submit the application at least 07 days before the scheduled date of the written test. Other benchmark disability categories need a certificate of physical limitation to write from a Medical Board of the Chief Medical Officer and at least two other members of a Government health care institution. They must apply in the online form and upload the certificate as per Annexure-D. The scribe's qualification should be one step below the minimum qualification prescribed for the post, and the scribe must not be a candidate in the same examination. The scribe must produce a valid ID proof in original at the examination. A photocopy signed by the candidate and the scribe is submitted with the proforma. A candidate using their own scribe gives a letter of undertaking in the format at Annexure-E. No attendant other than the scribe is allowed inside the exam hall. The posts are to be filled on a regular basis, at Functional Pay Level FPL-6 under the 7th CPC. Any advertised post may be withdrawn at any stage without assigning a reason, and the University may choose not to fill any of the posts. If the recruitment is not completed within six months, the posts will be re-advertised. If an inadvertent mistake in selection is detected at any stage, even after the appointment letter is issued, the University may modify, withdraw or cancel any communication made to the applicant. No TA/DA is paid for attending any written test, skill test, presentation or interview. All disputes are subject to the jurisdiction of Palwal Court only. Scheduled Caste certificate strictly as per State Govt. notification no. 22/163/2024-5HR-III dt. 13.11.2024, failing which the DSC/OSC benefit is denied and the application stands rejected. EWS certificate issued after 31.03.2026 and valid for 2026-27. A certificate issued for central government jobs is not considered, and a candidate without the required certificate is treated as Unreserved. Backward Class (Block A or B) certificate from the competent authority of Haryana, dated not before six months of the last date of receipt of applications, stating that the candidate is not covered under the creamy layer. For ESM/DESM of Haryana, a fresh eligibility certificate from the concerned Zila Sainik Board. A mere dependent certificate will not be entertained.
